Gupteshvar Pandey was born on 11 February 1961 in Buxar. He has been an Indian Police services officer. He was on the rank of Director General of Police. He completed his studies from Patna University. He was enrolled in the Indian police services in 1987. He served the Bihar cadre.
 
In Bihar, he served as SP in few districts. He took an initiative to curb the crime rate in Bihar. He changed the nature of the police job by encouraging police to be people-friendly. He discouraged the fear of police in people and instead tried developing a friendly relationship with them. He also served as an IG of Muzaffarpur division. The government of Bihar banned alcohol in November 2015. He advocated the ban on alcohol in his campaigns. Women of Bihar supported the campaign to a large extent. He served the office of police from 1987-2020. Recently he announced his voluntary retirement on 22 September 2020. He expressed his intention to join politics soon. Sanjeev Kumar Singhal succeeded him at the office.
