J. Radhakrishnan did his schooling from various cities of India such as Nashik, Deolali, Chandigarh, and Kanpur and he did his graduation from Bangalore in Veterinary Science. Though he obtained his post graduation degree in Veterinary Science (specialized for the Genetics and Animal Breeding). He was more willing to became an IAS officer since his childhood .To pursue his dream he appeared in the Civil service examination which he successfully cleared and after he qualified for IAS (Indian Administrative Service) in the year 1992.
On 9 Aug1994, he appointed as the Sub-Collector of the Tuticorin after getting the introductory training. From 1996 to 1999, he served as the Deputy Secretary of Family Health, welfare, and Finance, for Tamil Nadu state. Moreover, during the period of 1990-2000, he became the Commissioner of the Land Revenue. From (2000-01) appointed as the District Administration of the Chennai district.
He appointed as the district collector of the “Salem district” from Jul 2001 to July 2003 and “Thanjavur district” from May 2004 to Jan 2005. During his tenure as the district collector of Thanjavur, the tsunami hit the Tamil Nadu coast on Dec 26 2004 and he arranged the relief actions in the district. His ability to handle the circumstances and his emergency rescue and relief actions earned significant recognition.
On 10 Jan 2005, he was shifted from Thanjavur to the Nagapattinam district to advance the relief proceedings in the district. In addition from Jan 2005 to May 2006, he remained the District collector of the Nagapattinam and he managed the production of various relief camps in the district. Since 2019, he has been associated with the Tamil Nadu government as Principal Secretary of Transport department.
