Lav Agarwal was born and raised in UP. He then went to Delhi to study for civil service exams and cleared it with flying colours. Prior to that, he also obtained his B.Tech degree as well. After passing his civil service examinations in mid 1990s, he started his career as a bureaucrat. He was first posted as Assistant Collector Junior Scale in Krishna district of Andhra Pradesh. In 2003, he was made the Jt Chief Electoral Officer Under Secretary. He served at various prestigious posts in Vishakapatnam and West Godavari districts of Andhra Pradesh. After serving cadre for almost 2 decades, he was finally called by centre during Modi's government and was made the Joint Secretary at M/o Health & Family Welfare. During Covid-19 breakout in 2020, he regularly posted articles and gave press conferences on health situation in India and also gave tips on how to combat coronavirus.
