Rukhsana Sultana is known to be the Sanjay Gandhi's one of the close colleagues during the emergency situation prevailed in India from 1975-77. During that period, she was present in the old Delhi especially Muslim areas in connection with Sanjay Gandhi's male sterilization campaign. She married to a Sikh general in the Indian Army Shivinder Singh Virk. In addition, 80's to 90's top Bollywood actress Amrita Singh is her daughter.

Ruksana journey began in 1975, the then Prime Minister Indira Gandhi had announced an emergency, on the other hand, her son Sanjay Gandhi's political journey started. But among them, Sanjay Gandhi was most critical for family planning. He believed that if he can control the population that is being defined as the root cause of all the difficulties of the country, then quickly he will be placed as a prominent leader in the country and the world. Sanjay Gandhi wanted to start this work from the capital and even old Delhi.

Rukhsana Sultana met Shivinder Singh Virk during her college years. Shivinder operated in the Indian army as a Sikh general.Despite the difference in religions, they both fell in love and got married in the year 1934.A few years down the line, the couple started having disputes majorly due to their opposing personalities and lifestyles. After trying a lot to work on their marriage, both Rukhsana and Shivinder decided to get a divorce.The couple gave birth to a baby girl, who now is famously known as the actor, Amrita Singh.
